Gravesend Bleeds: Four Dead, Hundreds Hurt, and Still No Safe Streets

Gravesend (West): Jan 1, 2022 - Jul 16, 2025

The Slow Grind of Loss

In Gravesend (West), the numbers do not tell the whole story. But they do not lie. Four people are dead. Six more are seriously injured. Seven hundred twenty-five have been hurt since 2022. The dead are not numbers. They are neighbors, children, elders. One was 95, struck at the intersection of Cropsey and 24th. Another, a 2-year-old girl, was hit crossing with the signal. She survived; the woman with her did not. NYC Open Data

Cars and trucks did most of the damage. SUVs and sedans killed two. Trucks killed another. Bikes and mopeds hurt, but did not kill. The street is not safe for the old, the young, or anyone in between.

The Recent Wounds

The pain is fresh. In the last year, one person died, two were seriously hurt, and 224 were injured. Children are not spared. Thirty-two under 18 were hurt. The numbers rise, year after year. Crashes are up 15% over last year. Injuries up 23%.

A 66-year-old woman was killed crossing with the light on Bath Avenue. A 65-year-old man died at Avenue P. A 20-year-old on an e-bike was killed on 86th Street. The pattern is plain. The street is a gauntlet.

What Leaders Have Done—and Not Done

Assembly Member William Colton voted to extend school speed zones. This helps. State Senator Steve Chan voted yes to curb repeat speeders, but also voted no on safer school speed zones. The record is mixed. The danger remains.

The city passed bills to clear abandoned vehicles and mark pavement. These are steps, not leaps. No law has yet forced the street to yield to the most vulnerable.

The Voices Left Behind

“It’s devastating. It’s affecting everyone in our family, especially (Ruiz’s) mom. Maddy was her only daughter,” said Ruiz’s sister-in-law. The grief is not abstract. It is a mother with no daughter. It is a family with no answer.

“I have no idea why he was doing donuts in the parking lot,” said Griselda Caraballo. The question hangs in the air. The street is silent.

What Must Be Done

This is not fate. It is policy. Call your council member. Call your assembly member. Demand a 20 mph speed limit. Demand real protection for those who walk and ride. Every day of delay is another day of loss.

Colton Supports Misguided Dollar Van Congestion Pricing Exemption

Sep 24 - Council Member Marte and others push to exempt dollar vans from Manhattan congestion tolls. They argue the vans are vital for Asian communities. Without exemption, fares rise. Commutes get harder. The MTA has not taken a side.

On September 24, 2023, Council Member Christopher Marte joined eight other elected officials in urging the MTA to exempt dollar vans from the upcoming congestion pricing plan. The letter, signed by Marte and state legislators, was sent to the Traffic Mobility Review Board. The officials wrote, 'Commuter vans offer the Chinese communities in Manhattan, Queens, and Brooklyn a much-needed service that is not being provided by other forms of public transportation: safe, language-accessible, and culturally competent means for people to access jobs, resources, and family.' They argue that tolling these vans—serving Flatbush Avenue, eastern Queens, and the city’s Chinatowns—would raise fares and cut off vital connections for Asian New Yorkers. Assembly Member Grace Lee said, 'They should be exempt from tolls under the congestion pricing plan.' The MTA has not taken a position on the exemption.

Gentile Supports Safety Boosting Full Parking Ban at T Intersections

Sep 6 - Advocates pressed DOT to ban all parking at T intersections. They called the current proposal weak. Parked cars block sightlines. Pedestrians, disabled people, and children pay the price. Speakers demanded daylighting at every intersection. DOT offered no timeline. The danger remains.

On September 6, 2023, advocates confronted the Department of Transportation (DOT) at a rules hearing over a city proposal to ban parking at curb cuts in T-shaped intersections. The proposal aims to close a 2009 loophole that lets drivers park in crosswalks at three-way junctions if unmarked or lacking signals. The matter summary reads: 'A city proposal to ban parking at curbs cuts in "T" intersections must go further by banning all parking at the edges of such intersections, advocates demanded.' Christine Serdjenian Yearwood, Jean Ryan, Rosamond Gianutsos, and Jackson Chabot spoke out, demanding a total ban and daylighting at all intersections. Advocates argue that parking at T intersections blocks visibility and endangers pedestrians, especially the disabled and children. DOT supports the rule change but gave no timeline. The city still overrides state law requiring 20 feet of clear space at crosswalks. The fight for safety continues.

Gentile Opposes Closing T-Intersection Parking Loophole Safety-Boosting

On July 27, 2023, the Department of Transportation (DOT) proposed a rule change to close a 2009 loophole that allowed drivers to park in unmarked crosswalks at T-intersections. The proposal, not yet finalized, will be discussed at a virtual hearing in early September. The matter summary states: 'The city wants to reverse a 2009 policy that allows drivers to park in unmarked crosswalks at T-intersections, undoing a decade-and-a-half giveaway to drivers that blocked pedestrian access and made streets less safe.' Former Council Member Vincent Gentile pushed for the original exemption, arguing it would create parking and increase safety. DOT spokesperson Mona Bruno said, 'This proposed change will enhance safety and accessibility for pedestrians.' Disability and street safety advocates, including Jean Ryan, praised the move, saying the loophole blocked access for people with disabilities and endangered all pedestrians.
