According to the police report, a 23-year-old man driving a 2010 Honda sedan westbound on the Belt Parkway ramp hit a parked 2023 Jeep SUV just before 1 a.m. The Jeep was unoccupied. The driver, the only person in the Honda, suffered fatal head injuries and died at the scene. The crash happened overnight in below-freezing conditions.
