Bay Ridge to Brighton: 11 Dead, 2,246 Hurt. Who Will Slow the Cars?

AD 46: Jan 1, 2022 - Sep 11, 2025

Just before dusk on Jan 24, 2025, a driver making a left on Cropsey and 24th hit a 95‑year‑old woman. She died there, at the intersection (NYC Open Data).

She was one of 11 people killed in Assembly District 46 since 2022. Another 2,246 were injured in that span (NYC Open Data).

The pattern does not let up

In the last 12 months, this district saw 1,313 crashes, 2 deaths, and 850 injuries (NYC Open Data). Year to date, crashes are up 24.1% over last year’s pace; injuries are up 56.5% (NYC Open Data).

Pedestrians are most often hit by drivers in sedans or SUVs here: 144 pedestrian injury or death cases with sedans, 145 with SUVs, including 3 pedestrian deaths between them (NYC Open Data). Police reports also log driver failure to yield in many injury crashes in this area (NYC Open Data).

Neptune. Ocean Parkway. The bodies keep coming.

Neptune Avenue shows up again and again in the logs. It leads the list with 99 injuries and a recorded death. Ocean Parkway also carries a death and dozens injured. These are not outliers; they are corridors of harm (NYC Open Data).

Midday into evening is when the damage piles up. Deaths cluster around noon through the commute hours; injuries stack through the afternoon and into night (NYC Open Data).

On Apr 18, 2024, a driver going straight on Neptune at Coney Island Avenue hit a 24‑year‑old bicyclist who was turning. The rider was killed (NYC Open Data, CrashID 4718424). Two months later, another cyclist was badly hurt at Stillwell and Neptune (NYC Open Data, CrashID 4823927).

The votes and the void

When the state moved to extend and fix New York City’s school‑zone speed‑camera law this June, Assembly Member Alec Brook‑Krasny (AD 46) voted no (Open States, S 8344). Streetsblog later listed the city lawmakers who opposed the program; Brook‑Krasny is on that roll, along with our local Senator Jessica Scarcella‑Spanton, who also voted no in the Senate (Streetsblog NYC). The cameras remain law, but the message from some electeds was clear.

Meanwhile, the worst repeat speeders keep showing up on our streets. A state proposal known as the Stop Super Speeders Act would fit habitual violators with speed limiters. It is built for the small group that does outsized harm. Our district needs it. Our families need it (/take_action/).

Slow the turns. Clear the corners. Protect the walk.

Start where the blood is: Neptune Avenue, Ocean Parkway, Brighton Beach Avenue. Put daylighting at corners. Harden the turns that drivers take fast. Give walkers a head start at signals. Target failure‑to‑yield at the crossings where people are getting hit. These tools are basic. They work. Use them (NYC Open Data).

Then go bigger. Lower the city’s default speed limit. Make repeat speeders slow down with electronic limiters. Albany can pass it. City Hall can set it. Both levels owe us action.

The woman at Cropsey and 24th never made it across. The rider on Neptune never made it home. We can slow the cars now. Start here. Take action.

Brook-Krasny Opposes Safety-Boosting Speed Camera Program Reauthorization

Jun 23 - Eleven city lawmakers voted no on speed cameras. Their votes keep streets exposed. Pedestrians and cyclists lose a shield. Reckless drivers win. The city’s most basic defense—rejected. The toll will be measured in blood, not words.

On June 13 and June 17, 2025, the New York State Senate and Assembly voted on reauthorizing New York City's school zone speed camera program. The Senate passed the measure 38-21; three city senators—Stephen Chan, Andrew Lanza, Jessica Scarcella-Spanton—voted no. The Assembly passed it 110-31, with nine city lawmakers—Alec Brook-Krasny, Lester Chang, Simcha Eichenstein, Michael Novakhov, Stacey Pheffer Amato, Sam Pirozzolo, Michael Reilly, David Weprin, Kalman Yeger—opposing. The Streetsblog NYC article, 'Ye Shall Know Their Names! Meet the Dirty Dozen City Pols Who Voted Against Speed Camera Program,' quotes lawmakers dismissing speed cameras as revenue grabs or burdens. The safety analyst notes: 'The event text does not describe a specific policy or legislative action, so no direct safety impact on pedestrians and cyclists can be assessed.' Still, the votes signal disregard for proven tools that protect those outside cars.

Jun 17 - Senate passes S 8344. School speed zone rules in New York City get extended. Lawmakers make technical fixes. The bill keeps pressure on drivers near schools. Streets stay a little safer for kids.

Bill S 8344, titled 'Extends provisions and makes technical corrections to school speed zones in NYC; repealer,' moved through the Senate and Assembly in June 2025. Sponsored by Senator Andrew Gounardes, the bill passed Senate votes on June 12 and June 13, and cleared the Assembly on June 17. The measure extends and corrects school speed zone laws in New York City, repealing outdated provisions. Gounardes led the push, with strong support from most Senate Democrats and a split Assembly. The bill's technical fixes aim to keep protections in place for children and other vulnerable road users near schools. No safety analyst note was provided.
